OP&DSD ORGANIZATIONAL SUPPORT
OP&DSD is responsible for developing and maintaining organizational charters for the OSD, the Defense Agencies, the DoD Field Activities, and other assigned DoD activities. As a consequence, OP&DSD plays a critical role in any reorganization of the Department. While many reorganizations are driven by Congressional actions, some reorganizations are driven by DoD leaders. These changes are implemented to increase efficiency, effectiveness, and economy of operations within the Department.
Notable examples of reorganizations driven by DoD Leaders include:
OP&DSD is responsible for coordinating a response to any requirement that arises from a Congressional mandate. One of the most common sources of DoD organizational changes is in the DoD Organization and Management section of the National Defense Authorization Act (NDAA) each year. Although, NDAAs are the most common place for organizational changes to be found, requirements may also be listed in additional legislation passed by Congress. Some recent examples are the Weapon Systems Acquisition Reform Act (WSARA) of 2009 (Public Law 111-23) and the establishment of the Assistant Secretary of Defense for Manpower and Reserve Affairs in the FY 2015 NDAA.
To monitor and facilitate Congressionally-mandated organizational changes, O&MP has created a robust legislative review and analysis program. This program monitors and analyzes any legislation which has potential to cause DoD organizational changes. Once a bill is signed into law, O&MP begins the process of reviewing the requirements, providing guidance, and creating or updating directives based on statutory requirements.
There have been several recent reorganizations within DoD which were required by statute, to include:
