Director for Organizational and Management Policy - Jeffrey W. Eanes

 

Mr. Jeff Eanes is the Director for Organizational and Management Policy within the Office of the Director of Administration and Management.  Key responsibilities include oversight of the Secretary and Deputy Secretary of Defense governance venues (“Engine Room”) and governance integration, implementation of the DoD Federal Advisory Committee program, legislative support and statutory tracking, and organizational and management policy execution and analysis.  He is the subject matter expert on OSD/DoD organizational and statutory framework and has drafted several changes to OSD that have been codified into U.S. Code.

Prior to his current role, Mr. Eanes served as a Senior Management Analyst in the Office of the Chief Management Officer of the DoD and provided Department-wide organizational and management planning expertise.  He led the rebaselining of Major DoD Headquarters Activities (which involved approximately 58,000 military and civilian and over $10 billion/year) and the codification of those baselines into the DoD Resources Data Warehouse.  He served as the interim executive secretary for the Deputy’s Management Action Group; authored the 2010 report to Congress on the reorganization of OSD; and served as the Studies lead on the Reports, Studies, Boards and Commissions Study Group which resulted in a $1.6 billion cut to studies funding for the Secretary Gates Efficiency Initiatives.

In 2014, Mr. Eanes was detailed to the Office of Management and Budget (OMB)’s Legislative Reference Division where he managed the review of Defense testimony, bills, and statements and served as the liaison to OMB’s National Security Division.

Mr. Eanes was assigned as a Program Analyst in the Office of the Under Secretary of Defense for Personnel & Readiness (USD(P&R)) from 2007 to 2008.  He conducted data analysis and policy formulation on the program, budget, and management of personnel programs and systems.  He prepared the Defense Manpower Requirements Report and co-chaired the Manpower Issue Team during the Program and Budget Review.  He co-authored, with the USD(P&R), a paper on trends in DoD manpower costs presented at the 2008 Western Economic Association annual conference.

From 2004 to 2007, Mr. Eanes was assigned as an Operations Research Analyst in the Air Staff’s Directorate for Force Management Policy (HAF/A1P) where he was responsible for specific and general personnel and manpower analyses, managed a research budget of approximately $2-4 million/year, and oversaw the Air Force Bonus Review Board (approximately $850 million/year).

Mr. Eanes served in the U.S. Army as an active-duty medic assigned to the 82nd Airborne Division, 1st Infantry Division (while stationed in Germany), and 75th Field Artillery Brigade.  He completed the Airborne, Air Assault, Jumpmaster, and Flight Medic Aidman courses and was awarded the Meritorious Service Medal, Expert Field Medics Badge, Kosovo Campaign Medal, and British Airborne Wings.

Mr. Eanes’ non-Federal experience includes working for NABISCO (creating a technical library for their Richmond bakery) and for Voices for Virginia’s Children (a state child advocacy lobby).

Mr. Eanes received his Bachelors of Science in Mathematics (1995) and Masters of Public Administration (2004) from Virginia Commonwealth University.  He was a 2018 Harvard Kennedy School Senior Executive Fellow, 2011 graduate of the Federal Executive Institute’s Leadership for a Democratic Society course, and a 2004 Presidential Management Fellow.
