Mr. Kremlacek assumed current responsibilities on May 9, 2025, and serves as the Acting Director for Privacy, Civil Liberties, and Transparency and Department of War (DoW) Senior Intelligence Oversight Official under the Director of Administration and Management (DA&M). Previously he worked as an Intelligence Oversight Specialist in the Office of the Assistant to the Secretary of Defense for War, Civil Liberties, and Transparency (OATSW(PCLT)), Department of War. There he was responsible for departmental-level oversight of all intelligence and intelligence-related programs and activities executed under DoW authorities.
Prior to his position at OATSW(PCLT), Mr. Kremlacek completed a Joint Duty Assignment as the Chief of Staff within the Office of the Director of National Intelligence (ODNI). He managed and led ODNI’s programmatic initiatives, daily organizational operations, and collaborated with ODNI leadership and Intelligence Community partners to ensure strategic alignment with DNI’s mission, goals, and objectives.
Mr. Kremlacek served as the Deputy Chief, Army Human Intelligence (HUMINT) Operations Center, U.S. Army Intelligence and Security Command (INSCOM) G-2X where he was responsible for oversight and coordination of Army full‐spectrum HUMINT activities and represented INSCOM in DoW and inter‐agency fora. While at INSCOM, Mr. Kremlacek deployed to Kuwait serving as the Chief, INSCOM Coordination Element ‐ Kuwait. As the senior INSCOM representative, he was responsible for the management of U.S. Army Central Command’s Theater Intelligence Platform ‐ Central and supported INSCOM military and civilian personnel traveling to the theater.
Mr. Kremlacek served in the U.S. Marine Corps for 12 years of active duty, where he was assigned to various Marine Corps tactical units, as well as to the Defense Attaché Office Addis Ababa, Ethiopia and Headquarters, U.S. Marine Corps.
Mr. Kremlacek was born in Olomouc, Czech Republic and obtained a Master of Business Administration Degree, International Business, from the George Washington University in Washington, D.C. He is also a graduate of the Federal Executive Institute’s Leadership for Democratic Society. His awards include the President’s Intelligence Advisory Board’s Killian Award, Office of the Director National Intelligence Exceptional Service Award, Commander’s Award for Civilian Service, Defense Meritorious Service Medal, and other U.S. Marine Corps service awards.
Mr. Kremlacek is fluent in Czech and has limited working proficiency in Russian. Mr. Kremlacek currently resides in Washington, D.C. and is an active triathlete.
