Stephen “Steve” W. Suh serves as the Deputy Director of Administration and Management (DDA&M). As the senior principal staff assistant to the Director of Administration and Management (DA&M), he advises on Department of War (DoW) enterprise-wide administration, organization, and management functions, ensuring coherent policy execution and effective stewardship across the organization.
Prior to his current role, Mr. Suh was the Acting Assistant Deputy Chief of Staff (DCS), G-9 for the Army. In that capacity, he provided support to the DCS, G-9 on issues related to facilities, infrastructure, and installation support services that are essential for Total Army readiness, as well as the Soldier Family programs aimed at enhancing quality of life. Additionally, he was the Director of Resource Integration for the Office of the Deputy Chief of Staff (ODCS), G-9, where he oversaw the planning, programming, budgeting, and execution of comprehensive Army installation management and resources for Army family support.
Before his service on the Army Staff, Mr. Suh was the Associate Director for Defense-Wide Programs in the Office of the Under Secretary of War (Comptroller) (OUSW(C)), responsible for the budgeting and execution of 27 Defense Agencies and Field Activities, including the Department’s higher headquarters activities. He was appointed to the Senior Executive Service in January 2023.
Earlier in his career, Mr. Suh served as a Budget Analyst in OUSW(C); a Foreign Military Sales Financial Policy Analyst and Deputy Comptroller for Security Assistance Programs at the Defense Security Cooperation Agency; and a Program Examiner at the White House Office of Management and Budget. In 2008, he completed a detail as a Technical Advisor with the National Nuclear Administration Agency.
Mr. Suh holds a Master of Business Administration from the University of Maryland, a Master of Public Policy from the University of Michigan, and a Bachelor of Science in Microbiology and Molecular Genetics from the University of California, Los Angeles. His professional education includes training programs at Johns Hopkins University’s Whiting School of Engineering, the University of Virginia’s Darden School of Business, and the Defense Institute of Security Assistance Management. He maintains a Defense Financial Management Certification (Level 3) and is a member of the Society of Defense Financial Management.
His publications include guidance on acquisition planning activities (DSCA Policy 19-10, SAMM E-Change 386, July 31, 2019); financial management of the Foreign Military Sales (FMS) Administrative Surcharge Trust Fund Account and the FMS Contract Administrative Services Cost Clearing Account (DSCA Policy 19-31, SAMM E-Change 436, April 30, 2019); the use of Department funds in support of foreign security forces (DSCA Policy 18-50, E-Change 402, September 21, 2018); and an FMS Administrative Surcharge Rate Change clarification (DSCA Policy 18-48, E-Change 403, September 21, 2018).
