The OP&DSD is a directorate of the Office of the Chief Management Officer (CMO) within the Office of the Secretary of Defense (OSD). This office provides direct support to the CMO, the Secretary and Deputy Secretary of Defense, as well as senior leaders of the Department in four core functional areas:

  • Organizational Support: Carry out deliberate or urgent DoD organizational actions, including the establishment, realignment, or transfer of organizations, responsibilities, and functions.
  • Management Programs: Provide advice and assistance to senior DoD officials on management arrangements, implementation of reforms, and the structure of assigned resources for OSD.
  • Knowledge Management: Provide tracking and reporting on progress of recommendations for many of the strategic planning documents for DoD such as the Quarterly Reports to Congress on 2006 Quadrennial Defense Review (QDR) implementation.
  • Initiatives and Studies: Provide analyses and recommendations on governance matters; provide advice and assistance on DoD-wide initiatives and projects; and ensure that recommendations and courses of action adhere to the highest levels of effectiveness and protect management authorities of the OSD.
